[Virtualacorn-list] Scroll Wheel

I have found a utility which claims to provide scrolling with the wheel 
from:

www.borcherds.co.uk/binaries/mousesync.zip
found at VirtualAcorn Chat in the VA forum under Mouse wheel support.
There is a warning:    "NB RSTools should be unplugged when using Virtual 
Acorn as it causes problems (F12 then type *Unplug RSTools)"

This unzips to two files:
Create MS101 (Basicfile type)
MouseSync      (RM file type)
Unfortunately I have no idea how to load these - can anyone help? I think 
that these
 should go into the !sys folder but how do you get them there?
