I don't use the recycle bin in RO so I'm only pontificating here... 

Do you know if it's implemented on a HostFS drive or an ADFS one?

Unless anything's changed, file permissions (in RO terms) simply don't exist
on HostFS drives.

On an ADFS drive on the other hand I should think they do, but the whole
drive is one file as far as windows is concerned...

What is the relevant directory?
