Absolutely! I found quite early on that if I tried to use my laptop too
soon (to do Windows stuff, never mind VA), quite often the keyboard didn't
work. That's never happened if it's allowed to get to the end of startup
first.
A friend said that a good way to tell was to put something trivial in the
user'sstartup folder, which XP will only get around to trying to do when
everything else is up.
So I have a text file which is basically a to-do list, and a shortcut to it
which lives in:
C:\Documents and Settings\Laptop\Start Menu\Programs\Startup
('Laptop' being the username in this instance.)
When the todo list is eventually displayed (in my editor) I know that the
bulk of windows is finally 'up'.
